Dear
Commissioners and County Staff,
It
has been brought to our attention that Dade City is initiating the process to
annex several large parcels of unincorporated land. Northeast Pasco Concerned
Citizens does not feel that this is in the best interest of the county or our
area.
Once
land is annexed to a municipality, the county has reduced control and is
opening the door for increased density.
Northeast
Pasco Concerned Citizens is a group composed of residents representing
Blanton, Trilby, San Antonio, St. Leo, Dade City and Darby. Our goal is to try
and preserve the rural character of these so far unspoiled sections of our
county.
We
would like to see an official overlay to Pasco County's Comprehensive Land Use
Plan to assure that our area will grow in a sustainable way and one that will
not destroy our quality of life. This is in keeping with Florida Senate Bill
sb2188er, which was passed by the legislature on
April 30, 2004 to encourage farmland preservation:
1.
providing that rural land stewardship area designation should be
specifically encouraged
as
an overlay on the future land use map;
2.
requiring the Department of Community Affairs, in cooperation with
other specified state
agencies,
to provide assistance to local governments in implementing provisions relating
to
rural land stewardship areas;
3.
providing for multi-county rural land stewardship areas;
4.
revising requirements, including the acreage threshold for designating
a rural land
stewardship
area; and
5.
providing that transferable rural land use credits may be assigned at
different ratios
according
to the natural resource or other beneficial use characteristics of the land.
When
the question of annexation is brought before the commission, please examine
the issue and the consequences carefully.

to you all,
I
hope you sent this to Dade City as well. The closest zoning at this time
that does address some of these issues is the Agricultural MPUD. This
type of MPUD can only be used in AG and AG/R land uses. I am also
forward this to our long term executive planner Deborah Bolduc as she would be
interested in this as well.
